Eventually, suitcases will spring from the tombs. Zip over there right off the bat, and start shooting the tombs.
Otherwise, keep circling back to the observatory to check up on its well-being and defend it with everything you've got. This should keep your single enemy at bay. Lay a patch of mines around the observatory. Search for the documents behind or near buildings-start with the donut shops and observatory.
Finish up with the Wonderwagon to unlock a new vehicle. Navigate this quest once with the hearty Thunderbolt, then zip through with the All-Star Trio. Arguably the hardest quest of the game, since it involves defending certain strategic locations. The storylines for each character are different, but the quest is the same.
